The Senior Emergency Services Coordinator leads the development, implementation, and coordination of comprehensive emergency management and disaster preparedness programs. This position is responsible for performing the most difficult, complex, and sensitive emergency response, recovery, preparedness, and planning assignments and provides technical assistance to lower classification incumbents.  Other Senior Emergency Services Coordinator duties and responsibilities includes:

  • Coordinating disaster response and recovery operations, including local assistance centers, damage assessment and cost-recovery
  • Designing, developing and delivering public education programs for the community on a variety of disaster preparedness topics
  • Designing, developing and delivering training and exercise programs for various stakeholders, including government employees, volunteers, and the general public
  • Preparing high-level technical records, plans, and reports to document processes and provide information to management
  • Developing and submitting grant applications; managing departmental contracts; and coordinating the development of programmatic goals and outcomes 
  • Establishing relationships and working partnerships with local, state, and federal agencies, as well as community groups and other organizations, to ensure effective emergency management, and representing the County at regional meetings
  • Serving as a Staff Duty Officer on a rotational basis, responsible for directing/coordinating the County's response to any large-scale emergency or disaster that impacts the San Diego County Operational Area


The Office of Emergency Services is responsible for alerting and notifying appropriate agencies when disaster strikes; coordinating with responding agencies during incidents ensuring resources are available and mobilized in times of disaster; developing all-hazards disaster response and recovery plans and procedures and; developing and providing disaster preparedness materials for the public.
